Authorized immigration representatives
Updated: October 29, 2026
Who is authorized?
Only the following may provide paid immigration or citizenship advice or representation: consultants in good standing with the College of Immigration and Citizenship Consultants (CICC), lawyers who are members of a provincial or territorial law society (and, in Ontario, paralegals who are members of the Law Society of Ontario), and notaries who are members of the Chambre des notaires du Québec.
New penalties since October 28, 2026
IRCC can now impose administrative monetary penalties, including $5,000 for paid advice or representation without authorization and $15,000 for knowingly providing false or misleading information on an applicant's behalf, up to $1.5 million in total. IRCC will publish the names of those penalized.
Before paying
Check the representative's authorization with the body that governs them. If you pay an unauthorized representative, your application may be returned or refused.
You can also apply yourself: IRCC's forms and tools are free.
